David T. Arthur

David Arthur

Working in the areas of business development, marketing, design, construction and real estate, David Arthur has more than 18 years of professional experience with public and private clients. Mr. Arthur has managed projects ranging in size up to $15 million. A principal at Antrim Management, LLC, Mr. Arthur manages the development of new projects for TRA with an emphasis on land use and engineering.

William G. (Buzz) Constable

William Constable

William "Buzz" Constable began his career as a real estate attorney involved in land use advocacy and transit-oriented development. Today, he is executive vice president of A.W. Perry, Inc. and has nearly 20 years of experience in real estate investment, development and management. Mr. Constable is currently involved in TRA's joint development, dispositions, and development of its Geographic Information System for real property inventory.

Jane K. Donnelly

Jane Donnelly

Jane Donnelly has more than 25 years of real estate experience. Over her career she has successfully marketed and leased over 3 million square feet of industrial and commercial property. In 1990 she formed KC Donnelly & Co., Inc. (KCD), specializing in real estate sales, leasing and consulting. KCD is certified by the Commonwealth of Massachusetts as a Woman-Owned and a Disadvantaged Business Enterprise (WBE/DBE). Jane oversees TRA's retail leasing function and her company provides services related to property sales.

Douglas R. Herberich

Douglas Herberich

Doug Herberich has over twenty-five years of experience in the areas of real estate and economic development, public finance and the public approval process and was the former Assistant/Deputy Director of the City of Boston's Economic Development and Industrial Corporation. Mr. Herberich has directed the successful completion of over three million square feet of industrial and commercial projects with a combined project cost of over of $200 million. Mr. Herberich consults on development projects, construction management, and real estate finance. For TRA, he manages the development of new projects and advises TRA staff on all aspects of the development process.

John H. Spurr, Jr.

John Spurr

Mr. Spurr has more than 27 years of experience in real estate investment, development, construction and management. Following a 12-year career as a Certified Public Accountant (CPA), Mr. Spurr is now president of A.W. Perry Corporation, a 120-year-old Boston real estate and development firm. Mr. Spurr oversees the TRA's asset management department.

Lorna J. Moritz

Lorna Moritz

Lorna Moritz has more than 30 years of real estate management experience including asset/property management, leasing, budgeting, project management, strategic planning, staff management, operations, marketing, and interaction with government agencies. Ms. Moritz has extensive experience in writing business plans, real estate management plans, requests for proposals, bid specifications and feasibility studies. Ms Moritz has worked both in the public and private sectors and has been the primary liaison between the Massachusetts Bay Transportation Authority and TRA for the past 12 years as well as TRA's other clients such as the Chicago Transit Authority. In addition, Ms. Moritz has completed several consulting assignments for the MBTA, GCRTA, and NYSTA, as well as several major lease initiatives such as billboard, bus shelter, and tunnel advertising, fiber optics, and the first successful neutral host subway wireless initiative in the nation. Ms. Moritz is President of TRA and is responsible for overseeing client relations, all staff and subcontractors, and directing the daily operations of and marketing of services provided by the company.

Francis DeCoste

Francis DeCoste

Francis DeCoste has over 25 years of experience in the real estate development industry. In his career, he has successfully negotiated and conducted due diligence for site acquisitions, performed economic feasibility analysis, coordinated site and building designs, presented to the public proposals for the permitting and approval of projects, obtained both institutional and private financing, and managed the sales and construction of retail, office, multi-family rental, and luxury condominium projects throughout the country. Mr. DeCoste's efforts focus on the development of transit oriented projects in the Boston and Chicago markets.

Greg Dicovitsky

Greg Dicovitsky

Greg Dicovitsky has more than 30 years of experience in the areas of real estate development, investment and management. His strengths include project analysis (both physical and financial), value creation, disposition strategies, negotiations and community relations. He has direct experience in the residential, industrial, commercial, telecommunications and hospitality industries, and has performed successfully both as a manager and a "turnaround specialist" in these areas. Most recently, he has been heavily focused on creating and managing transportation-oriented development opportunities.

William Lawrence

William Lawrence

William Lawrence has over 30 years experience in the real estate industry, working for both public and private sectors. His areas of specialization include market research and project feasibility, public/private venture structuring, large scale development, redevelopment financing, fiscal impact studies, transit oriented development planning, and multi-disciplinary predevelopment project management. Mr. Lawrence has Master’s Degrees in Business Administration and Public Administration and is a licensed real estate broker. As a full member of Urban Land Institute, he has served on numerous ULI Advisor Services Panels.

Anne-Marie Enderby

Anne Marie Enderby

Anne-Marie Enderby has worked in the real estate industry for more than 20 years. Ms. Enderby joined TRA in 1998 as Dispositions Assistant and has served as the Manager of Administration since 2002. She manages the administrative functions necessary to expedite TRA sales and leasing transactions, oversees office management and supervises the administrative staff. She also acts as project manager for certain easement transactions.

Rayna Z. Rubin

Rayna Rubin

Rayna Rubin has worked in real estate development and planning for over 20 years including complex institutional, entertainment and commercial projects. Over the last 10 years, she has managed dispositions of real estate, transportation oriented development properties, and commercial leases and licenses for the MBTA and CTA. As Manager of Public Bidding, Ms. Rubin is responsible for overseeing the public bid process for a wide range dispositions performed by the dispositions staff. She uses her public and private sector experience to successfully streamline the public disposition process. She has created and implemented effective quality control measures and management documents that expedite the public process and serve to generate higher revenues.

Rachel Goldsmith

Manager, Real Estate Inventory Systems

Rachel Goldsmith

Rachel Goldsmith is an urban planner specializing in the areas of real estate and information systems for property inventory management. For the past ten years, she has developed and maintained TRA's LandTracker product, a web-based real estate inventory database using Geographic Information System technology. LandTracker provides instant access to property ownership records and is currently being used by the Massachusetts Bay Transportation Authority (MBTA) to track over 4,000 parcels of land and 400 miles of right-of-way. She has developed databases to track the ownership and maintenance of billboards, pushcarts and bus shelters for the MBTA and the Chicago Transit Authority. Recently, she completed a systematic line-by-line review of all the MBTA's holdings, which identified encroachments and surplus property for disposition and enhancing MBTA non-fare revenues. Ms. Goldsmith also assists TRA with site selection for Transit Oriented Developments and other real estate development opportunities.

Jia Jia has over 10 years of professional and research experience in urban/regional planning and landscape architecture. At TRA, Mr. Jia maintains LandTracker, a web-based real estate inventory database, using Geographic Information System (GIS) technology and provides cartographical support for various real estate projects. He also assists the Consulting Team, researching property legal documents/plans and transit oriented development opportunities for the MBTA and CTA. Mr. Jia has a PhD in Regional Planning and a Master's degree in Geography.

Amy Tistler has over 9 years of professional experience in marketing, design and administration experience. As Executive Marketing Assistant, Ms. Tistler provides marketing support for TRA's marketing campaigns, advertisements, websites and business development initiatives for new target markets.

Steve DiMeo

Steve DiMeo

Steve DiMeo has 26 years of experience as an accountant in both the public and private sectors. Since joining TRA in 2007, Mr. DiMeo has been overseeing the accounting and lease administration functions within the Asset Management Department. Mr. DiMeo is responsible for the financial reporting for all the real estate portfolios currently under management.

Since joining the team in 2006, Ms. Mayombo has been utilizing her accounting back ground and administrative skills in providing a helping hand in diverse areas within the company. She is also responsible for accounts payable and the proper execution of the subway performers' program.

Patricia Barrett

Patricia Barrett is responsible for processing all requests from various utility, telecommunication, and environmental companies for access onto MBTA property. Ms. Barrett ensures the licensing process is expedited and complete.

Steven C. Zeller

Steven Zeller

Steven Zeller is an attorney with over 20 years of professional experience in real estate, economic development, and litigation. He has worked for governmental agencies, non-profit and private-sector clients. Prior to working at TRA, he was counsel to the Economic Development and Industrial Corporation of Boston, the Boston Local Development Corporation, and Boston’s Office of Jobs and Community Services. As the Senior Counsel for TRA, Mr. Zeller handles a wide variety of legal issues, including public bid processes, sales and long-term leases of transit-related real estate, private/public partnership agreements, easements, contracts and legislative interpretation.

R.J. Long

R.J. Long has over 10 years of experience in real estate sales, development, analysis and management. He joined TRA in 2008 after completing his MBA and is a member of the Massachusetts Association of Realtors and International Council of Shopping Centers. As project manager, Mr. Long is responsible for planning, directing, and coordinating activities of designated projects to ensure that the goals or objectives of those projects are accomplished within prescribed time frame and financial parameters. Mr. Long also serves as the financial analyst for TRA and oversees the valuation and analyses of all types of Real Estate assets.

Christopher Ashe has more than 20 years of experience in real estate leasing, asset management, asset disposition,and development, in both the private and public sectors. As Senior Project Manager with TRA, Mr. Ashe manages a variety of leasing opportunities and asset management for various clients.

Phil Jean

Phil Jean

Philip Jean has twenty-two years experience in the area of real estate sales and valuation from residential and small commercial properties to large scale railroad redevelopment sites and right-of-way sales, 18 years of which are in railroad and transit related real estate. After nearly a decade long career with the Boston & Maine Corporation's Real Estate Department, Mr. Jean joined TRA in 2000 with a specialty in telecommunication licensing. Working with TRA Principal William Constable, Mr. Jean developed the Alternative Transportation Corridor, a.k.a. Bike Path Program, currently implemented by TRA asset management staff to creatively address the interim use of inactive rail corridors for public benefit. He currently is a Senior Project Manager with a focus in rail and transit station and right of way related land sales and transit oriented development offerings.

Robert LaVita

Acquisitions Project Manager

Robert LaVita has been involved in the real estate business for over twenty years. Since 1987, he has been involved with the right-of-way acquisitons and relocation process for the MBTA in several capacities including Right of Way Agent and Assistant Director for Right of Way. Mr. LaVita joined TRA as a Senior Project Manager in 2002 to provide acquisitions services to the MBTA on the Greenbush project. Recently he began splitting his time between acquisitions consulting and working on various asset management and dispositions projects. Mr. LaVita also works on the resolution of property encroachments and various right of way related issues. He has been a member of the International Right of Way Association since 1999 and continues to keep abreast of the changes to the state and federal regulations affecting acquisition and relocation for public entities.

Rose Perrizo

Senior Project Manager - On Contract

Rose Perrizo has over 25 years of experience in commercial real estate consulting, valuation and market analysis across the United States. Ms. Perrizo has expertise with all property types, including land, ranging from urban renewal sites to master planned developments; office, retail and industrial buildings, ranging in size from 50,000 to 2 million square feet; and every type of residential use including apartment towers, condominiums and mixed-use facilities. She has extensive experience with federal and state housing programs and has earned the highest designation of the Appraisal Institute, Member of the Appraisal Institute.
